Abstract

This chapter analyzes Pakistan's role as the South Asian pillar of China's Belt and Road Initiative, with the China–Pakistan Economic Corridor (CPEC) at its core. It traces the evolution of an “all-weather” strategic partnership grounded in dense bilateral agreements, growing trade, investment, and financial cooperation, and close coordination in multilateral fora. While Chinese capital and technology have driven major gains in infrastructure, energy, agriculture, and connectivity, the chapter highlights persistent asymmetries in trade, debt concerns, security threats, and environmental risks. It also examines expanding cooperation in culture, education, tourism, digital media, and climate adaptation, arguing that the China–Pakistan partnership functions as a key testbed for China's broader BRI strategy and its vision of a “community with a shared future,” offering both opportunities and cautions for South–South cooperation.
