Abstract

This study explores how qualitative research methods in educational leadership can be applied to analyze employment equity in South Africa's SETAs. Methods like interviews, focus groups, and ethnography can reveal leadership gaps, policy inconsistencies, and mentorship deficiencies. Findings suggest weak leadership accountability and a lack of structured professional development hinder equity efforts. The study concludes that qualitative methodologies provide deeper insights into leadership dynamics and policy challenges. Recommendations include leadership training, transparent evaluation systems, and integrating technology for accountability. Strengthening qualitative inquiry can enhance policy effectiveness, fostering inclusive and equitable leadership within SETAs.
