Abstract

This case study describes how e-government activities began and developed in the City of Tampere, a middle-sized local authority. The emphasis is on how the city government applied a citizen-centered approach, visible in the provision of access to the Internet for all, and in facilitating the communication and interaction processes between the city and citizens.
