Abstract

In a special news report from the BBC, dated 14 October 1999, the following statement was made: ... for many it is easy to accept euphoric claims - like those of Vice President Al Gore - that the Internet is also bringing about a brave new world replete with an “electronic angora” and “online democracy”. It’s not. More than 80% of the world’ population have never even heard a dial tone, let alone, surfed the Web. Furthermore, the gap between the have’s and the have not’s is widening.
