Abstract
The state plays a pivotal role in health management by integrating individual, societal, systemic, and cultural dimensions into cohesive frameworks for public health governance. This chapter explores the evolving responsibilities of the state in health policy formulation, disease control, resource allocation, and collaboration with international health organizations. Anchored in the innovative 5S framework—Self, Society, State, System, and Spirituality—it highlights the intricate interplay between personal health responsibility, community initiatives, systemic healthcare delivery, and the influence of cultural beliefs. The analysis underscores the necessity of aligning health policies with social determinants to enhance equity and resilience. By emphasizing evidence-based approaches and interdisciplinary collaboration, this chapter offers insights into overcoming contemporary health challenges and fostering sustainable public health outcomes.
