Comparative analysis of global frameworks reveals operational gaps, prompting actionable recommendations including ethics-by-design, stakeholder engagement, technological safeguards, and adaptive governance. By embedding ethics into urban data management, cities can achieve socially equitable, trustworthy, and sustainable smart city development.
