Singapore: Designing Win-Win Cooperation With China
Abstract
This case study analyzes how Singapore has become China's primary economic and strategic gateway to Southeast Asia and how the two countries have built a broad, resilient partnership since 1990. It traces the evolution from early industrial park projects to dense cooperation in trade, investment, infrastructure connectivity, green finance, energy, agriculture, climate governance, and cultural and educational exchange. Flagship projects such as the Suzhou Industrial Park, ILSTC, Tianjin Eco-City, and Guangzhou Knowledge City illustrate a pattern of complementary strengths: China's scale and industrial capacity and Singapore's governance, financial, and logistical expertise. The study also examines structural challenges—including gaps in trade rules, differing governance models, and Singapore's balancing between China and the United States—and argues that by upgrading institutions and deepening collaboration in digital and green sectors, the partnership offers a model for high-quality international cooperation and for China's wider global strategy.
