Inclusive and Intelligent Governance: Enabling Sustainability Through Policy and Technology
Abstract
Governance in the 21st century and beyond is transforming through digitalization, AI, and evolving socio-political dynamics. This chapter explores inclusive and intelligent governance, integrating technological foresight, policy adaptability, and participatory democracy to create resilient, anticipatory systems. It examines AI-driven decision-making, blockchain-enabled governance, and predictive analytics in optimizing regulatory frameworks while addressing algorithmic bias, cybersecurity risks, and digital exclusion. The chapter highlights decentralized governance, participatory budgeting, and multi-stakeholder engagement to strengthen institutional legitimacy. Governance-driven sustainability is introduced, embedding climate-responsive policies and economic resilience. Expanding beyond Earth, it examines space governance, analyzing sovereignty, jurisdiction, and AI-assisted interplanetary policy. Concluding with a governance optimization framework, it proposes regulatory fluidity, AI-driven decision systems, and institutional efficiency as principles for future governance.
