Leveraging Digital Solutions to Improve Citizen Engagement, Accountability, and Public Service Delivery in Zimbabwe's Local Government Landscape
Abstract
This study explores the potential of digital solutions to enhance citizen engagement, accountability, and public service delivery in Zimbabwe's local government landscape. Employing a mixed-methods approach, the research assesses current engagement levels, evaluates existing digital platforms, and identifies barriers to effective participation through surveys and qualitative interviews across 21 local authorities. Key findings reveal significant citizen dissatisfaction with public services and limited use of digital tools, hindered by issues like access, literacy, and trust. The study highlights the potential of online portals, mobile apps, and social media to improve engagement and accountability, emphasizing the crucial role of policymakers in fostering digital literacy, ensuring equitable access, and promoting transparency. Recommendations include investing in robust digital infrastructure, implementing comprehensive training programs, and utilizing diverse communication channels to foster inclusive engagement and improve local governance.
