Phan Thi Anh Thu

Thu Thi Anh Phan (Phan Thị Anh Thư), Ph.D, is a scholar of international relations at the University of Social Sciences and Humanities, Vietnam National University Ho Chi Minh City, Vietnam. Her research focuses on foreign policy analysis, middle-power diplomacy, and non-traditional forms of international engagement. She has authored four scholarly monographs on the Republic of Korea, examining state–society relations, regional strategy, and diplomatic adaptation under structural constraints. Building on her sustained work on informal diplomacy, soft power, and network-based influence, her recent research advances the theorization of non-recognition diplomacy, including Taiwan’s strategic engagement in Africa, where influence is generated through aid, civil society, and people-centered cooperation rather than formal diplomatic recognition.
