Mosekama Osia Mokhele

Mosekama Osia Mokhele is an emerging scholar and lecturer within the Department of Public Management and Leadership at Nelson Mandela University. Furthermore, he serves as a Research Associate at the Raymond Mhlaba Centre for Governance and Leadership, also housed at NMU. His robust academic foundation is evident in his dual master’s qualifications: an MA in Public Management and Policy Analysis, earned from the International University of Japan, and a master’s degree in governance and political Transformation, obtained from the University of the Free State. The scholar is currently pursuing a joint doctoral degree in Disaster Management, jointly supervised by the University of the Free State in South Africa and Vrije Universiteit Amsterdam in the Netherlands. Mokhele’s central research agenda is sharply focused on critical areas within contemporary governance and crisis response. Specifically, his work focuses on decentralisation in disaster management. A second key area is the analysis of legislation and policies governing disaster response, often assessing gaps between policy intent and practical implementation, particularly in terms of resource allocation and rapid deployment protocols. Perhaps the most impactful dimension of his research is its focus on disaster inclusivity and participation, which cuts across essential operational dynamics. This focus encompasses the complexities of central-local coordination, robust stakeholder collaboration, and subjective disaster preparedness among marginalised populations, which transcend quantitative metrics to capture the lived experiences of risk. He has published articles in reputable national and international journals and presented papers at national and international conferences.
