Elmar B. Noche
Elmar B. Noche
is the University Head of System Administration of Pangasinan State University and a faculty member at the Pangasinan State University–Lingayen Campus. He is a DOST–STRAND Scholar (2020–2022) at Saint Louis University, Baguio, where he earned his Master in Information Technology, and is currently pursuing a Doctor in Information Technology, specializing in Business Intelligence and Data Analytics, at Angeles University Foundation. He has been actively involved in international academic and research initiatives, serving as Volume Editor of the 3rd International Conference on Information Technology and Mechatronics Engineering (ICITME 2025) and Conference Manager of the 2nd International Conference on Information Technology and Mechatronics Engineering (ICITME 2023). He is also the Managing Editor of the Asian Journal of Multidisciplinary Studies and the Southeast Asian Journal of Science and Technology under Asian Journals Publishing. His research interests include information technology education, data analytics, artificial intelligence, emerging technologies, and applied computing systems. His scholarly works are indexed and accessible through Google Scholar, reflecting his contributions to peer-reviewed publications and international conference proceedings. Mr. Noche serves as the Coordinator of the PSU Research Journal Manager and as Student Organization Adviser for Information Technology students, where he mentors learners in research, leadership, and innovation. Prior to academia, he accumulated eight (8) years of industry experience with multinational organizations including Microsoft, JP Morgan Chase & Co., UPS, NCO, MDM Systems, and Set Financial (USA), providing him with strong industry-to-academe integration. He is a Licensed Professional Teacher, a TESDA Trainer’s Methodology (TM) holder, a frequent resource speaker, an international research presenter, a freelance software project manager, and a startup mentor supporting technology-driven and innovation-focused initiatives.
